How UK Council Tax Bands Work
Every home in England is placed in one of eight bands (A to H) based on the property's value as it stood on 1 April 1991. Yes, 1991 - the bands have not been revalued in over 30 years. Band A covers homes worth up to £40,000 in 1991 prices; Band D covers £68,001 to £88,000; Band H covers anything above £320,000. A 1991 valuation roughly maps to a 6x to 8x multiple in 2026 money for typical properties.
Your bill is the band multiplier x your local authority's Band D rate. A typical Band D bill in 2026/27 sits around £2,200 for England. Band A pays 6/9 of that (£1,467); Band H pays 18/9 of that (£4,400). Wales has nine bands (A to I), uses 2003 valuations, and has different multipliers. Scotland has eight bands but multipliers vary at the higher end. The single occupier discount of 25% applies in all three countries when only one adult lives at the property.
Discounts, Exemptions and Successful Reband Appeals
Single adult living alone: 25% discount. All adults are full-time students: 100% exemption. The property is unfurnished and empty: discount varies by council, often 100% for the first month then full charge. Severely mentally impaired and the only adult: 100% exemption. A working adult plus a full-time student lodger: 25% discount, because the student is disregarded.
Reband appeals are worth checking: the Valuation Office Agency estimated in 2017 that around 400,000 English homes are in the wrong band, usually one band too high. If your home and your neighbours' homes have the same 1991 valuation but different bands, you can request a reband. The savings are not trivial - moving from Band E to Band D on a £2,200 Band D rate saves £660 a year, every year, until you sell. Frequently Asked Questions
Why are council tax rates frozen at 1991 valuations?
Because revaluation is politically toxic. Wales tried in 2005 (using 2003 prices) and a third of homes moved up bands, which generated massive backlash. Scotland and England have repeatedly considered revaluation since but have shelved it each time. The result is that areas with above-average house price growth since 1991 (London, the South East) are under-paying relative to their current property values, while parts of the North under-paid in 1991 and now over-pay relatively.
Can I get a discount if I work from home?
Generally no. The single occupier discount applies only when there is one adult resident, regardless of whether they work from home. There is a discount for using part of your home as business premises for non-domestic rates purposes, but it is rare in practice for desk-based home workers. If you are running a substantial business from home (dental practice, salon, retail) you may need to pay business rates on that portion.
What happens if I do not pay?
After one missed instalment your council can demand the full year's bill upfront. Continued non-payment leads to a court summons, then a liability order, then enforcement action including bailiffs or attachment of earnings. Council tax debt is one of the most aggressively pursued in the UK because councils have specific statutory powers. If you genuinely cannot pay, contact the council immediately - most will set up a payment plan, and pension-age and low-income residents may qualify for Council Tax Support.
Do students pay council tax?
Full-time students are disregarded for council tax. A property where every adult is a full-time student is fully exempt. A property with one student and one non-student gets the 25% single-occupier discount because the student does not count. Part-time students do count, even if they are studying intensely - the test is full-time enrolled status with the institution.
