Why do steel-cut oats weigh more?

Steel-cut oats are whole groats chopped into pieces - they pack more densely than the flattened, hollow rolled oats. So 1 cup of steel-cut weighs about 2x as much as 1 cup of rolled. Cooking time differs too - steel-cut takes 20-30 minutes vs 5 minutes for rolled.

Can I substitute one for another?

By weight, mostly yes. By volume, no. Rolled oats and quick oats are interchangeable in most recipes (quick oats absorb liquid faster). Steel-cut requires significantly different cooking time and water ratio - not a simple swap.
