Australia's 10% GST

Goods and Services Tax in Australia is a flat 10% applied to most goods and services. Unlike Canada's HST or US sales tax, GST is consistent nationwide - no state variation. The price you see in shops is GST-inclusive (a $110 retail price includes $10 GST). Add or remove the GST: $100 plus 10% = $110; $110 minus GST = $100 (divide by 1.1, not subtract 10%).

GST was introduced in 2000, replacing a complex web of wholesale sales taxes. The flat 10% rate has not changed in 24 years despite occasional discussions of raising or broadening it. Politically untouchable - any party promising to raise GST loses the next election.

What's GST-Free vs Input Taxed

GST-free items: most basic foods (bread, milk, fruit, vegetables, meat - but NOT prepared meals, snacks, soft drinks, restaurant food), most healthcare (GP visits, medical specialists, prescription drugs, hospital), most education (tuition, course materials), childcare. The GST-free food list creates restaurant/supermarket arbitrage - cooked rotisserie chicken at the supermarket has GST; raw chicken doesn't.

Input taxed items (GST applies but registered businesses can't claim back): financial supplies (loans, investments), residential rent, residential property sales (existing dwellings; new builds are GST-applicable). The distinction matters for businesses tracking what they can claim - input taxed expenses are real costs, GST-free expenses are recoverable.

Business Registration

Businesses with annual turnover over $75,000 must register for GST. Below the threshold, registration is optional. Once registered, you charge GST on sales, claim back GST paid on business purchases (Input Tax Credits), and lodge Business Activity Statements (BAS) monthly, quarterly, or annually depending on size.

Quarterly BAS is most common for small businesses. The BAS reports GST collected, GST paid, PAYG instalments, and other tax components. Net payable or refundable position is settled with the ATO. Many small businesses use accounting software (Xero, MYOB, QuickBooks) that auto-generate BAS from transaction data.

GST on Imports and Online Shopping

Imported goods over $1,000 in value attract GST at the border (collected by Australian Border Force). Lower-value imports up to $1,000 also attract GST since 2018 - collected by the overseas seller if their Australian sales exceed $75,000/year (Amazon, eBay, ASOS all collect at checkout).

This was the 'Wayfair' moment for Australian consumer law - it eliminated the de minimis loophole that had previously made small overseas purchases tax-free. Today, virtually all online shopping pays GST whether bought from a domestic or international retailer. The price difference between domestic and international vendors has narrowed substantially as a result.

Frequently Asked Questions

How do I add or remove GST from a price?

Add 10%: multiply by 1.1 ($100 x 1.1 = $110). Remove GST from inclusive price: divide by 1.1 ($110 / 1.1 = $100). Don't subtract 10% from a GST-inclusive price - that would understate the original.

Can tourists get GST refunded?

Yes - the Tourist Refund Scheme (TRS) refunds GST and Wine Equalisation Tax on goods purchased in Australia and taken out within 60 days. Minimum $300 spend with one ABN-registered retailer. Process at international airports before departure. Keep receipts and the goods accessible for inspection.

Why do some restaurants charge GST and others don't?

All restaurants must charge GST if they're GST-registered (turnover over $75k). Some very small cafes and food trucks may be under the threshold and don't register. The price you pay is GST-inclusive at registered businesses; non-registered businesses simply don't show GST on receipts.

Are GST refunds different from income tax refunds?

Yes, completely separate. GST refunds (when input tax credits exceed GST collected) come through BAS lodgments to businesses. Income tax refunds come through annual tax returns to individuals. Both are processed by the ATO but are different tax systems with different rules and timing.
